Either use a fabric/flexible tape measure or use a string, wrap around your wrist, and then measure string.

Yes, you can shrink your watch band by dipping it in very hot water for 30 seconds (be careful with the hot water and don’t submerge actual watch).  Let dry naturally.  Repeat one of two more times until it fits.  This will only shrink watch band by 1/4 to 1/2 inches.

Your paracord watch band will naturally get softer and conform to your wrist.  Also, it will stretch just a bit over time.
